{"id":3013,"date":"2026-09-11T23:42:00","date_gmt":"2026-09-12T04:42:00","guid":{"rendered":"https:\/\/hepacom.org\/atencion-integral-a-la-primera-infancia\/"},"modified":"2026-09-11T23:42:00","modified_gmt":"2026-09-12T04:42:00","slug":"atencion-integral-a-la-primera-infancia","status":"publish","type":"post","link":"https:\/\/hepacom.org\/en\/atencion-integral-a-la-primera-infancia\/","title":{"rendered":"Comprehensive early childhood care: what your child is entitled to from 0 to 6 years old"},"content":{"rendered":"<p>A child born today in Colombia has seven legally mandated commitments from the State, and few families have them written down on the refrigerator. They are called achievements and are the cornerstone of the <strong>comprehensive early childhood care<\/strong>This refers to the set of health, identity, nutrition, early childhood education, and protection services your child is entitled to from pregnancy until age six. Each service has a responsible entity and a place to request it, and here we tell you which is which.<\/p>\n<h2>What is comprehensive early childhood care and what does the law say?<\/h2>\n<p>The foundation is Law 1804 of 2016, which transformed the Zero to Forever strategy into a state policy. This means it is independent of the current government and obligates all entities, public or private, that provide services to children from birth to six years old and to pregnant women.<\/p>\n<p>The law defines comprehensive early childhood care as a set of &quot;intersectoral, intentional, relational, and effective&quot; actions to ensure that, in every place where a child&#039;s life unfolds, the conditions for their development exist. In other words, the Health Insurance Provider (EPS), the Colombian Institute of Family Welfare (ICBF), the Civil Registry, schools, and the mayor&#039;s office must function as a single pathway, not as five separate offices. This pathway has its own name, the Comprehensive Care Pathway (RIA), and the law requires mayors and governors to include it in their development plans.<\/p>\n<p>The seven achievements that the State commits to working on are these: that the child has someone to take him in and raise him well, that he lives with the highest possible level of health, that he is well nourished, that he grows up in environments that help him develop, that he builds his identity, that he can express what he feels and that he is taken into account, and that he is protected when there is a risk.<\/p>\n<p>In practice, each one lands in something you can request: an appointment, a vaccine, a registration, a quota.<\/p>\n<h2>Until what age is early childhood considered? There are three official answers.<\/h2>\n<p>Each rule cuts off early childhood at a different point:<\/p>\n<ul>\n<li>Law 1804 of 2016 refers to children &quot;from zero (0) to six (6) years of age&quot;, plus the pregnant woman.<\/li>\n<li>Resolution 3280 of 2018 from the Ministry of Health, which orders the appointments of the EPS, counts from 7 days old until 5 years, 11 months and 29 days.<\/li>\n<li>The ICBF&#039;s early childhood education services cover children from conception until 4 years, 11 months, and 29 days old. Where there is no nearby preschool, they can continue for a longer period.<\/li>\n<\/ul>\n<p>And this has a practical effect: when your child turns five, they don&#039;t &quot;lose&quot; comprehensive early childhood care; they simply change caregivers. They leave the community home or the CDI (Early Childhood Development Center) and move on to the transition grade of primary school. Law 115 of 1994 establishes that preschool has at least one mandatory grade in state schools for children under six. Specific services vary by municipality; please confirm with the relevant entity.<\/em><\/p>\n<p>In healthcare, the law requires the Ministry to focus on the first 1,000 days, from conception to two years of age. That&#039;s why assessment appointments are more frequent during the first year.<\/p>\n<p>For vaccines, the vaccination schedule is free and does not depend on an appointment with your health insurance provider. In April 2026, the Ministry of Health <a href=\"https:\/\/www.minsalud.gov.co\/Comunicaciones\/noticias\/2026\/Paginas\/se-amplia-esquema-de-vacunacion-contra-influenza-a-menores.aspx\" target=\"_blank\" rel=\"noopener\">expanded the influenza vaccine<\/a> For children aged 6 months to 5 years, also free of charge, at more than 3,000 locations nationwide. Bring your vaccination card to each appointment, as it will show which doses are missing.<\/p>\n<h2>How do you get a spot in a CDI or an ICBF community home?<\/h2>\n<p>This is the component of comprehensive early childhood care that takes the longest to complete because spaces are limited. We already explained the different options in our guide. <a href=\"https:\/\/hepacom.org\/en\/hogares-comunitarios-icbf\/\">ICBF community homes<\/a>; Here&#039;s what determines whether your child gets in.<\/p>\n<p>The ICBF targeting guide states that for early childhood, the Sisb\u00e9n IV levels from A01 to C18 apply. That is, groups A, B, and C. If you don&#039;t know which group your household falls under, check how to read the <a href=\"https:\/\/hepacom.org\/en\/grupos-del-sisben-para-subsidios\/\">Sisb\u00e9n groups for subsidies<\/a>. If you don&#039;t have a survey yet, step one is <a href=\"https:\/\/hepacom.org\/en\/como-registrarse-en-el-sisben\/\">register in the Sisb\u00e9n<\/a>, because that data already feeds the <a href=\"https:\/\/hepacom.org\/en\/registro-social-de-hogares\/\">Social Registry of Households<\/a>.<\/p>\n<p>The Sisb\u00e9n system is not the only way to access services. Law 1804 mandates prioritizing children who are victims of armed conflict, abuse, domestic violence, abandonment, or discrimination. And the ICBF recognizes three ways to reach them:<\/p>\n<ol>\n<li>Continuity: If your child was already in the service, they will retain their place in the next cycle.<\/li>\n<li>Walk-in: You go directly to the service unit. If the child does not appear in the ICBF search database, they are registered on the waiting list form, which can also be filled out online from home.<\/li>\n<li>Direct referral: another entity, a judge or an authority refers the child.<\/li>\n<\/ol>\n<p>According to the ICBF, spaces become available primarily when older children enter school or leave the program. Therefore, it&#039;s advisable to have your child on the list before the school year begins.<\/p>\n<h3>Common mistakes that leave a child out of comprehensive early childhood care<\/h3>\n<ul>\n<li><strong>Wait until the child turns three to request a place.<\/strong> The ICBF provides care from the prenatal stage, so the waiting list can be filled during pregnancy.<\/li>\n<li><strong>Letting the Sisb\u00e9n survey expire or not updating the address.<\/strong> The ICBF&#039;s active search is organized by territory: if the home has moved and the record says otherwise, it may not locate the child in the neighborhood where they live today.<\/li>\n<li><strong>Paying someone who promises a spot.<\/strong> The operator assigns the slots according to ICBF criteria. No one sells them. We collected the methods of deception in <a href=\"https:\/\/hepacom.org\/en\/estafas-con-subsidios\/\">subsidy scams<\/a>.<\/li>\n<\/ul>\n<h2>What do you do if the EPS (Health Promoting Entity) doesn&#039;t give you an appointment or there&#039;s no available slot?<\/h2>\n<p>Request a comprehensive evaluation of your child in writing from the EPS (Health Promoting Entity), citing Resolution 3280 of 2018, which is mandatory, and keep the file number. If you don&#039;t know which EPS he is affiliated with, check it in the <a href=\"https:\/\/hepacom.org\/en\/adres-consulta-eps\/\">EPS consultation at ADRES<\/a>. If the family does not have the income to contribute to social security, the path is... <a href=\"https:\/\/hepacom.org\/en\/regimen-subsidiado-de-salud\/\">subsidized health insurance system<\/a>.<\/p>\n<p>To get a spot, go back to the service unit and ask if the child is already on the waiting list. If months go by, go to the ICBF zonal center. Since the mayor&#039;s office has to include the program in its development plan, the health department or the social inclusion department should also respond.<\/p>\n<p>If there is a risk to the child (abuse, neglect, a caregiver who is overwhelmed), don&#039;t wait for the process to start. The ICBF&#039;s 141 hotline is free and operates 24 hours a day.<\/p>\n<h2>Frequently asked questions about comprehensive early childhood care<\/h2>\n<p><strong>Is comprehensive early childhood care free?<\/strong><br \/>Several items are required by law: the vaccines included in the national immunization schedule and registration at the civil registry of births. At ICBF services, ask at the zonal center if the program requires any contribution, but no place can be purchased.<\/p>\n<p><strong>Do I need the Sisb\u00e9n card for my child to receive medical care?<\/strong><br \/>For health, vaccines, and civil registration, no.
