She almost always receives a message via WhatsApp about a "subsidy for single mothers" that no one can find at any government office. aid for single mothers Yes, they exist, but they don't work as a separate payment: the law gives this family priority within existing programs, especially for housing. Here we tell you what they are, what the law says, and where to apply for each one.

What real support exists for single mothers?

The short answer: priority in housing (in-kind subsidies, home improvements, and loans from public institutions), preference for children to attend public schools and universities, free training, and support for entrepreneurship. All of this stems from Law 82 of 1993, which was rewritten by Law 1232 of 2008 and amended again by Law 2115 of 2021.

These laws don't create an account where you're paid monthly. What they do is require institutions to prioritize you once you meet a program's eligibility requirements. Therefore, the useful question isn't "How much do I get for being a single mother?" but rather "Which programs should I be prioritized for, and what do I need to qualify?".

One detail that changed in 2021: several of these protections now refer to "women and men who are heads of household." If the father is the sole provider for the children in your home, this also applies.

Who is a single mother according to the law?

The definition is found in Article 2 of Law 82 of 1993, as amended by Law 1232 of 2008. A single or married woman is considered a head of household and is permanently responsible for her own minor children or other dependents who are unable to work. This must be due to the permanent absence or incapacity of her spouse or partner, or because other members of the household contribute very little.

Focus on three words. PermanentIt does not count if the father is working in another city for a few months and continues to contribute. In chargeIt's not enough to just live with your children, you have to be the one who supports them. Single or marriedMarital status doesn't decide; who takes on the responsibility for the household decides.

That's why being a single mother is not the same as being a single mother who is the head of a household. A single mother who lives with her current partner, and that partner contributes to the household income, may not meet the definition.

How is the status of single mother proven?

With a declaration before a notary. The paragraph of the same article states that the condition, and also the moment it ceases to exist, is declared before a notary, detailing the basic circumstances of the case, and that no notary fees are charged for this declaration. If a notary tries to charge you, ask them to show you the regulation: the law states that this procedure is free of charge.

The declaration alone is not enough in all programs. When an entity cross-references data with the Sisbén system, what matters is how your household appears on the record. If the children's father left years ago but is still registered in your family group, the system will continue to see him there. In our guide to the Sisbén family group We explain how to correct it.

What priority does a single mother have in housing?

Here is the strongest support. There are three fronts with legal backing:

Housing subsidy in kind. Law 1537 of 2012, in its article 12, states that these homes are preferentially allocated to households in extreme poverty, victims of disasters, or families in high-risk areas. Within these groups, priority is given to female and male heads of household. There is no open registration: the government targets specific groups. We explain this in... free government housing subsidy.

Home improvement. With the reform of Law 2115 of 2021, state entities that provide urban or rural housing improvements are now obligated to prioritize female and male heads of household. If your house has a dirt floor or a leaky roof, check the home improvement requirements.

Mortgage loan in public entities. Public or publicly funded lending institutions that provide loans for home purchases must prioritize single-parent households after conducting a credit assessment. The law further stipulates that they cannot base their decision on a negative credit report. Note: prioritizing does not mean approving a loan without the ability to repay.

For subsidies you apply for, such as those from compensation funds, the requirements remain the same as for any other household. Start with our guide to housing subsidies in Colombia.

Are there government benefits for single mothers?

Not as a monthly payment simply for being a single mother. The social welfare transfer programs we reviewed do not include a subsidy with that name. What exists is priority within general programs, and Citizen's Income is the clearest example.

According to Prosperidad Social, the Citizen's Income program targets households in extreme poverty, poverty, and vulnerability, prioritizing those with people with disabilities, young children, and adolescents. When the program began in April 2024, the agency explained that the Care Assessment component applied a single-parent rule. Approximately 20,000 households were suspended because the head of household was registered as such, but the Sisbén database showed her living with a partner. These households could be transferred to the Colombia Without Hunger program if they updated their information.

The lesson applies to any program: what you declare must match what your log shows. The current requirements are in our guide. Citizen's Income requirements.

What support is available in education, employment, and entrepreneurship?

The law also takes into account the children and the mother's income:

Places in public education. Public schools and universities must give preference to the applications of children or dependents of female heads of household, provided they meet the requirements and achieve results at least equal to those of other applicants. This is a tiebreaker in your favor, not a free spot.

Free training. SENA and other entities should offer free programs with flexible schedules for heads of household. See the SENA calls for applications.

Entrepreneurship. The Bank of Opportunities should prioritize financing projects by women and men who are heads of household, and iNNpulsa should open calls for proposals aimed at them.

For the little ones, childcare while mom works is also a help.
