Doña Rosalba wrote to us on Tuesday with the question that comes up every year: "Will I get paid in August?" It's the same question the mother waiting for the Citizen's Income payment for school supplies has, and the same question the young man counting down the days until his Youth Income payment. If you're in that situation, we'll tell you straight. What is the RUI and why did it postpone payment?

The Universal Income Registry (RUI) is the instrument the State uses to identify the actual income of each household in order to decide who receives aid. It is regulated by Decree 662 of 2026. The problem lies in the shift from one targeting system to another: by cross-referencing the information with the new criteria, almost half of the households currently receiving Citizen's Income would be excluded.

Prosperidad Social put it this way: «It’s not simply about postponing a payment. It’s about telling families the truth.» That’s why the technical review is done with the National Planning Department (DNP) before the payments are made, not after.

What should you do in the meantime, and what shouldn't you?. Yes: Keep your information updated in the registries where you're already registered (Sisbén, EPS, your bank account, or the operator where you receive your payments), because that's where the information the government cross-references comes from. No: Don't pay anyone to "reactivate" your subsidy, to "register you in the RUI," or to receive an advance payment. The RUI is not a process that can be done at a window and there is no way to buy a quota. If someone offers it to you, it's a scam.

Why doesn't the subsidy payment schedule say when you can collect it?

Because the payment window isn't defined on the day the cycle opens. Prosperidad Social activates the cycle, the operator begins making payments, and the closing date is confirmed later, depending on the progress of the disbursement and how much money is available in the cycle. That's why this month only cycle 6 of Colombia Mayor, which has been running since July, and the second transfer from the Emergency Assistance Line, which the agency announced with both dates on August 12, have a published closing date.

For you, this means one practical thing: don't wait until the end of the month "because maybe there'll still be enough." Check with your ID as soon as your cycle opens and collect your payment within the first few days. How do the cycles of each program work?

The four programs that ask us the most questions have similar logics but different channels. If you understand the pattern of each one, you stop relying on rumors.

Citizen's Income. Payment cycles for impoverished households with children or dependents. The organization initiates the cycle, notifies the registered mobile phone number, and the payment is made via money order or direct deposit. Emergency Helpline. This is a separate payment of 500,000 pesos per family for households certified as affected by the National Unit for Disaster Risk Management. It does not replace your regular payment cycle nor does it advance it. How do I check the official date of my payment?

The process is short and free. Checking your document on the official portal is the only way to confirm your date, payment method, and the deadline for filing a claim.

  2. Choose your program and open the household or beneficiary inquiry.
  3. Enter document type and number, date of birth, and security code.

We need to be clear about this, because families are feeling the pinch financially. Now that the August payment dates have been published, we're seeing messages piggybacking on them: "Get your payment early," "Claim here before it runs out," "Pay to unlock your payment." It's all a lie. The government never charges for providing a subsidy, and no official asks you for a top-up, your app password, or any prior payment.

Golden rule: If a message asks for money, full bank details, or your password to "receive" a subsidy, it's a scam. Close it and only check with the official channel.

Be wary of shortened links, domains that look similar to the official one, and groups that claim to have "filtered lists." The real date isn't leaked: it's published. When you receive one of these messages, don't forward it; verify the information yourself using your ID.
