Miracle House: What happened to the program after the earthquake
The question we received most frequently in the foundation's email this week was not whether Miracle House That's good. It was because the name didn't appear anywhere when you searched for it on the Ministry's website. That changed on September 9th: the Housing Minister announced My Miracle House like the program for low- and middle-income families to buy their own homes. It's not the same as Miracle Home, The reconstruction component of Plan Milagro following the August 10 earthquake. Neither program has open registration or published requirements, and the entry point is not a form.
What happened to Casa Milagro after the August 10th earthquake?
In July, the then-designate Minister of Housing described "Casa Milagro" (Miracle House) as the program that would replace Mi Casa Ya (My House Now), combining subsidies, credit, and interest rate relief. That remained just a statement. Then came the August 10th earthquake, and the government reorganized its entire housing policy around the emergency.
On August 13, President Abelardo De La Espriella read the report from the National Unit for Disaster Risk Management to the media: 44,936 families affected, 281 dead, 3,971 injured, 379 missing, 10,677 homes destroyed and 65,841 homes damaged. That's the cutoff date, and the figures continue to change with the census.
A day later, the Ministry published the plan's main pillar, and that's where the official name appears. The statement says that "reconstruction will begin under the Miracle Housing program," in conjunction with Camacol to identify completed Social Interest Housing projects ready for immediate delivery, improvements for houses with repairable damage, and a special component for rural families.
Until August 24, no statement from the Ministry used the expression "Casa Milagro" (Miracle House). It appeared for the first time on September 9, as My Miracle House, in the list of six housing programs for the four-year period The minister presented the form to the Senate plenary session with a single line of description and no requirements, amounts, or dates. We mention this because much of the internet continues to publish requirements and dates that no entity issued, and that's where the fake forms originate.
What are the requirements for Casa Milagro?
There are currently no published requirements. Neither the Ministry of Housing nor the Presidency has issued any regulations establishing Sisbén scores, income limits, subsidy amounts, or property ownership requirements for the Mi Casa Milagro or Vivienda Milagro programs. The only defined requirement is the order: first, a house-by-house technical assessment, and then the aid is allocated based on that assessment. Any list of requirements you may see circulating did not originate from any official entity.
Yes, there is something the government has already enabled that almost no one is talking about. Decree 1261 of August 19, 2026 He declared a State of Economic, Social, and Ecological Emergency for thirty calendar days in Antioquia, Caldas, Cauca, Chocó, Quindío, Cundinamarca, Risaralda, Huila, Valle del Cauca, Tolima, Putumayo, Norte de Santander, Bolívar, Nariño, and Sucre. Among the powers granted is the authority to lift, with the force of law, the limitations of Laws 3 of 1991 and 2079 of 2021: that the The Family Housing Subsidy is received only once in a lifetime.
In real life, that means a family that had already received a subsidy and lost their home in the earthquake could be eligible for one again. And there's a pre-earthquake basis: the Law 2597 of July 9, 2026 The law already recognizes the right to apply for the Family Housing Subsidy a second time to those who received it and lost their home due to a natural disaster, a public calamity, or a state of emergency. What remains are the conditions: the law gave the government up to six months to regulate the criteria, and the loss must be proven as total or as one that renders the house uninhabitable.
Are registrations for Casa Milagro open yet?
No. As of September 15, 2026, there is no platform, form, or registration window for Mi Casa Milagro or Vivienda Milagro. On September 14, the Ministry He warned about a fake program, "My Mobile Home"«, who charges for services in their name, and reminded everyone that their programs are only accessible through official channels and free of charge. The reconstruction plan is in its first phase, focused on assistance and evaluation, and the Ministry has set a goal of completing it by September 30th. Anyone offering to register you today, whether for free or for a fee, is asking for your information for something else.
A family does not enter the program by registering online: it enters by being registered in the census and technical diagnosis which are established by the mayor's office and the governor's office. Support is allocated based on this profile, starting with rent. We explain this process step by step in our guide to housing assistance for earthquake victims.
In what phases will the Miracle Housing be delivered?
The Ministry published the schedule on August 19. On September 2, before the Seventh Committee of the Senate, The minister adjusted it: the second phase is already underway, running simultaneously with the first, and is scheduled to last nine months. This table outlines what has been announced and what your family can do in each phase.
| Phase | When | What it includes | What can you do? |
|---|---|---|---|
| Phase 1 · First aid and diagnosis | August and September 2026, with closure scheduled for September 30th | Debris removal, materials bank, and house-by-house technical diagnosis | To be included in the census and have your home registered with a technical inspection. |
| Phase 2 · Improvements and Leases | Already underway, scheduled to last nine months (it had been announced from October to March) | Improvement of repairable houses, rental support and initial subsidies | Have your property papers up to date; if your house is repairable, this is your phase. |
| Phase 3 · Reconstruction (Miracle House) | Between two and four years | New housing and urban renewal with resources from the Miracle Fund | This is the total loss phase; the link comes from the Phase 1 record |
The materials bank for the first phase is delivered through the municipalities and the governorships, and the third phase includes the special component for rural families, with alliances announced with the National Federation of Coffee Growers, palm and cocoa guilds and the Agricultural Bank.

Mistakes that are costing families money this week
- Paying to "secure a spot" at Casa Milagro: There is no quota to guarantee because there is no regulated program or list of beneficiaries.
- Being left out of the census: It is the most expensive mistake, because what comes next is allocated on that basis and not on whoever insists the most.
- Submit your ID and bank details on a social media form: With that information, people are impersonated and loans are requested in your name.
