Which Sisbén groups receive Citizen Income (and which do not)
Every time word gets around the neighborhood that "a government payment has arrived," the question we get asked most often at Hepacom is the same: Will I receive it or not? With the Citizen's Income program, which replaced Families in Action and Solidarity Income, the answer depends on a piece of information that many families don't even know they have: their Sisbén group. That's why it's important to understand this once and for all. Which Sisbén groups receive Citizen Income. In short: it is received mainly by households in group A (extreme poverty) and group B (moderate poverty) of the Sisbén IV; group C, as a rule, is left out.

Which Sisbén groups receive Citizen Income?
The Citizen's Income program is aimed at households in extreme poverty, poverty, and vulnerability, and therefore focuses on groups A and B of the Sisbén IV (the Colombian social welfare system). Group A—those with the lowest income-generating capacity—covers the majority of the program's components; group B, corresponding to moderate poverty, is included in the component that seeks to strengthen capabilities. Beyond these groups (C and D), except in very specific situations, the program no longer applies.
In other words: it's not enough to simply "be registered in the Sisbén system"; what matters is your letter and number classification. Which Citizen's Income line corresponds to each group?
Citizen's Income is not a single, equal payment for everyone: it is divided into four lines of intervention, each targeting a specific group within the Sisbén system and a different situation. This table summarizes who is targeted by each line.

As you can see, Group A focuses on the two largest areas (care and hunger), and Group B has its own dedicated area for Capacity Building. The emergency area is the exception: it doesn't consider the group, but rather the urgency.
Common mistakes when thinking about Citizen's Income and the Sisbén
- Believing that one is "registering": Citizen's Income does not have a registration form. Anyone who charges you to "join" the program is telling the truth.
- Assume that group C receives: The program focuses on categories A and B. If you are in category C, check other forms of assistance instead of waiting for this payment.
- Confusing it with Families in Action: Citizen's Income absorbed those programs; the name and rules changed, although many households still call it "the children's subsidy".
How do you access the Citizen's Income program if you are not registered?
There is no form or line to register. Prosperidad Social identifies and selects households using the Sisbén IV database and the Social Registry of Households, and compiles the beneficiary lists every six months. Therefore, the most helpful thing you can do is keep your Sisbén information up-to-date and in the group that best reflects your situation.

What if I have the correct group but I don't receive the payment?
Being in group A or B does not guarantee automatic payment: Prosperidad Social prioritizes within each group based on available slots, targeted programs, and the information in its records. It's possible to meet the requirements and still not be included in the program, or for outdated information to disqualify you.

How do I check my Sisbén group?
You can check your Sisbén group online using your ID number on the official Sisbén website, or by visiting the Sisbén office in your municipality. There you will see the letter and number (for example, A1, B3) that determine which programs you are eligible for.
The classification is administered by the National Planning Department through the Sisbén portal, and the Citizen's Income information is published Social Prosperity. These are the two sources you should check before believing any WhatsApp message.
