Comfenalco housing subsidy: there isn't just one box, there are six

If you searched Comfenalco housing subsidy And you ended up on a page that wasn't your department's page; it wasn't your mistake. In Colombia, there isn't one Comfenalco: there are... six different compensation funds They each have their own tax ID number, budget, application schedule, and funding amounts. The one serving Medellín is not the same as the one serving Ibagué, and you can only request the subsidy from the fund where you are affiliated.

Why doesn't searching for Comfenalco housing subsidies lead to a single entity?
Because "Comfenalco" comes from Fenalco, the merchants' association, and several regional savings banks were founded independently with that backing. Each one is a separate legal entity. We confirmed this in the official list of compensation funds UGPP publishes information reported by the Superintendency of Family Subsidies: six companies with the name Comfenalco appear, with different NITs and headquarters.
This has a practical consequence that almost no one explains. The subsidy funds come from the parafiscal contributions made by employers affiliated with that particular fund, not from a national pool. That's why one Comfenalco can have an open call for applications while another has had its application period closed for months.
Who can apply and what income is required?
You can apply if you are affiliated with the pension fund as an employee, and in several cases also as a self-employed individual or pensioner who contributes 21% of their income. The general limit of Family Housing Subsidy It is four minimum wages of household income, and the qualification rules are compiled in Decree 1077 of 2015.
There are two conditions that reject more applications than any other. The first: the subsidy is delivered only once. If you or someone in your household has already received it from another food box, Inurbe, Forec, or Banco Agrario, you cannot apply again. Secondly: it only applies to social or priority housing, not for any property.
How much do they give and what can it be used for?
It depends on the fund and the household income. Comfenalco Tolima publishes a figure of up to 30 minimum wages for households earning up to 2 minimum wages by 2026, and 20 minimum wages for those earning between 2.1 and 4. Comfenalco Antioquia proposes a different approach: it contributes between 251% and 301% of the total value of the home, depending on the project's financial closing.
The subsidy isn't always for buying. The three usual options are new housing, construction on own site If you already own the lot, and you're making improvements to the home you already live in. If your household income is up to two minimum wages, the subsidy from the fund can be combined with government programs through the concurrence of housing subsidies.
One detail worth knowing before signing: the home acquired with this subsidy is given without charge of restitution, which means that for ten years you cannot sell or rent it.
When does the application period open?
Each organization opens its own calls for applications, and these are short windows, lasting days, not months. Comfenalco Tolima, for example, publishes its own calls for applications. housing subsidy page that their first application period for 2026 was from March 2nd to 13th and that the second one will be from October 19 to 30, 2026. Anyone arriving in August won't find anything open there, and that doesn't mean the subsidy has ended.
Therefore, the recommendation is the opposite of what is usually done: don't wait until you've chosen a home to find out the date. Check your savings bank's schedule first and organize your documents before it opens.

This is the table that would have been useful to have on hand. The six company names are taken from the official list; the last column shows what each company was publishing on its own channel on the day we checked.

Company names, tax identification numbers (NITs), and headquarters locations were taken from the official list of compensation funds published by the UGPP on January 14, 2026, with information reported by the Superintendency of Family Subsidies. The conditions in the last column are published by each fund and change with each call for applications.
Common mistakes that cause you to lose your application
- Applying to the wrong Comfenalco. Being a member of Comfenalco Antioquia does not entitle you to benefits at Comfenalco Valle. Membership matters, not the name.
- Arriving without prior savings. Where required, without the frozen savings account or the committed severance pay, the application does not advance, even if the score is good.
- Submit expired documents. Several cashiers require certificates with an issue date no more than 30 days prior. Obtaining them two months in advance is as pointless as not obtaining them at all.
What if you're not affiliated with any health insurance plan?
The subsidies from the savings and loan associations are only for their members, but they're not the only option. The National Housing Fund uses resources from the national budget to assist households without membership, and the Agricultural Bank handles rural areas. Frequently asked questions about the Comfenalco housing subsidy
Can I apply to two Comfenalco programs at the same time? No. You apply to the fund where you are affiliated, and the subsidy is only granted once in a lifetime.
Will I receive the subsidy in cash? No. The payment goes to the builder or the seller of the home, not to the family's account.
How much does it cost to apply? Nothing. Applying is free, and no agency charges for filing or "expediting" a spot. If someone asks you for money for that, look into how the [unclear] works. subsidy scams.
Does it work if I already have a house? Yes, for home improvements. Not for buying a new home, because you must not be a homeowner.
